1.1A resolution
1.2memorializing the Governor of the State of California concerning Kathleen Ann
1.3Soliah.
1.4WHEREAS, Minnesota is part of the Interstate Compact for Adult Offender Supervision;
1.5and
1.6WHEREAS, the compact requires cooperation among states concerning the acceptance of
1.7parole transfers; and
1.8WHEREAS, the transfer determination rests with the State of California; and
1.9WHEREAS, Kathleen Ann Soliah was convicted of the crime of accessory to murder
1.10during a bank robbery; and
1.11WHEREAS, Kathleen Ann Soliah was convicted of attempt to murder Los Angeles police
1.12officers with bombs; and
1.13WHEREAS, these crimes were committed in the State of California; NOW, THEREFORE,
1.14BE IT RESOLVED by the Legislature of the State of Minnesota that it memorializes the
1.15Governor of the State of California that Minnesota strongly urges the State of California to
1.16retain jurisdiction over Kathleen Ann Soliah during the period of her probation and to allow
1.17her to remain in California.
1.18BE IT FURTHER RESOLVED that the Secretary of State of the State of Minnesota is
1.19directed to prepare copies of this memorial and transmit them to the Governor of the State of
1.20California.
