A bill for an act
relating to capital investment; appropriating money for public infrastructure to
serve the Opportunity Site in the city of Brooklyn Center; appropriating money
for a 24-hour child care center in the city of Brooklyn Center; authorizing the sale
and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $3,000,000 is appropriated from the bond proceeds fund
to the commissioner of employment and economic development for a grant to the city of
Brooklyn Center for predesign, design, site preparation, construction, and equipping of
public infrastructure to serve the Opportunity Site. This appropriation includes money for
utility improvements, stormwater ponding, road construction, public parking, and other
improvements necessary to facilitate travel to and use of the Opportunity Site by the public.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $3,000,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.

Sec. 2. new text begin APPROPRIATION; FAITH COMMUNITY DEVELOPMENT.

new text begin $2,000,000 in fiscal year 2025 is appropriated from the general fund to the commissioner
of employment and economic development for a grant to Faith Community Development
to predesign, design, construct, furnish, and equip a 24-hour child care center on the
Opportunity Site in the city of Brooklyn Center. This appropriation is onetime. This
appropriation is available upon the completion of the project in section 1. This appropriation
is subject to Minnesota Statutes, section 16A.642, but the cancellation period does not begin
until the date of completion of the project in section 1.
