A bill for an act
relating to higher education; providing matching funds to institutions for childcare
programs; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; CHILD CARE EXPANSION GRANTS.

new text begin (a) $500,000 in fiscal year 2025 is appropriated from the general fund to the Board of
Trustees of the Minnesota State Colleges and Universities to partner with the National Head
Start Association and the Association of Community College Trustees to establish Head
Start centers on college campuses. This is a onetime appropriation.

new text begin (b) $500,000 in fiscal year 2025 is appropriated from the general fund to the commissioner
of the Office of Higher Education for grants to public higher education institutions for the
purpose of renovating physical spaces for childcare. This is a onetime appropriation.

new text begin (c) $500,000 in fiscal year 2025 is appropriated from the general fund to the commissioner
of the Office of Higher Education for matching funds to postsecondary institutions
participating in the postsecondary childcare grant program under Minnesota Statutes, section
136A.125, that receive federal childcare funding, including funding from the Head Start
and Child Care Access Means Parents in School (CCAMPIS) programs. The commissioner
shall develop an application process. Institutions may apply for matching funding equal to
the amount received in federal childcare funds, up to $150,000. The commissioner shall
prioritize institutions that receive the smallest amount of federally funded childcare. The
institutions shall use the matching funds to support or establish campus-based childcare
programs primarily serving the needs of low-income students enrolled in the institution.
