A bill for an act
relating to capital investment; appropriating money for the North St. Paul
Community Multicultural Outreach Center.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; NORTH ST. PAUL COMMUNITY
MULTICULTURAL OUTREACH CENTER.

new text begin $4,000,000 in fiscal year 2024 is appropriated from the general fund to the commissioner
of employment and economic development for a grant to the city of North St. Paul to design,
construct, renovate, furnish, and equip improvements and betterments of a capital nature to
the existing community outreach facility at 2300 North St. Paul Drive. This appropriation
includes money for accessibility improvements in compliance with the Americans with
Disabilities Act (ADA); HVAC replacement; window replacement; roof replacement; green
energy improvements; improvements to the exterior of the facility; electrical system
improvements; an expansion and renovation of the library and technology center space;
senior and veterans drop-in center improvements; wellness center improvements, including
the addition of a gym and track; school district activity area improvements; and other
improvements related to high-demand multicultural community gathering facilities. This
appropriation is onetime and is available:
