A bill for an act
relating to capital investment; appropriating money for the RS Eden Recovery
Campus.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin RS EDEN; APPROPRIATION.

new text begin $2,000,000 in fiscal year 2023 is appropriated from the general fund to the commissioner
of human services for a grant to RS Eden for predesign and design of RS Eden's Recovery
Campus in Minneapolis. The Recovery Campus will transform underdeveloped properties
in the downtown Minneapolis area near the Hennepin Health campus, into an epicenter for
recovery by providing transitional and permanent supportive and affordable housing with
on-site mental health and addiction treatment services. This appropriation is onetime and
is available until the project is completed or abandoned, subject to Minnesota Statutes,
section 16A.642.
