A bill for an act
relating to vulnerable adults; directing the commissioner of human services to
establish working groups to implement policy recommendations; appropriating
money for adult protection grants; requiring a report; appropriating money for
adult protection pilot projects and working groups.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin DIRECTION TO COMMISSIONER OF HUMAN SERVICES;
IMPLEMENTING RECOMMENDATIONS FROM ADULT PROTECTIVE
SERVICES STANDARDIZED INTAKE DECISION TOOL REPORT.

new text begin (a) The commissioner of human services shall establish three multidisciplinary working
groups comprised of relevant stakeholders to develop policy and provide guidance on:

new text begin (1) providing adult protective services for individuals with disabilities related to mental
health and substance use disorder;
new text end

new text begin (2) addressing racial and ethnic inequity in adult protective services; and
new text end

new text begin (3) developing, implementing, and sharing best practices among county adult protective
services agencies.

new text begin (b) The commissioner shall provide an annual report on the activities and conclusions
of the working groups and any legislative recommendations to the chairs and ranking
minority members of the legislative committees with jurisdiction over adult protective
services by December 15, 2022, and each year thereafter.

Sec. 2. new text begin APPROPRIATION; ADULT PROTECTION GRANTS.

new text begin $30,000,000 in fiscal year 2023 is appropriated from the general fund to the commissioner
of human services for allocation to county boards and Tribal governments under Minnesota
Statutes, section 256M.42.

Sec. 3. new text begin APPROPRIATION; PILOT PROGRAM FOR EQUAL ACCESS TO ADULT
PROTECTIVE SERVICES.

new text begin $10,000,000 in fiscal year 2023 is appropriated from the general fund to the commissioner
of human services for pilot projects that address inequities related to race, ethnicity, and
mental health or mental illness in county adult protection services. In developing the pilot
project requirements, the commissioner must incorporate findings and recommendations
from the commissioner's 2021 Evaluation Report of Adult Protective Services Standardized
Intake Decision Tool. Pilot projects funded under this section must be designed to measurably
increase adult protective services for eligible individuals, while reducing disparities related
to race, ethnicity, and mental health or mental illness among the vulnerable adult population
served. After the pilot projects conclude, the commissioner must submit a report detailing
the findings and outcomes of the pilot projects to the to the chairs and ranking minority
members of the legislative committees with jurisdiction over adult protective services. This
is a onetime appropriation and is available until June 30, 2024.

REPORT.

of human services to establish working groups that will develop policy and guidance on
changes to the structured decision-making intake assessment tool, based on recommendations
from the commissioner's 2021 Evaluation Report of Adult Protective Services Standardized
Intake Decision Tool. This is a onetime appropriation.
