A bill for an act
relating to workforce development; capital investment; appropriating money for
youth programming in the city of Minneapolis; appropriating money for a grant
to the Community Action Partnership of Hennepin County for a youth center in
the city of Minneapolis.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; YOUTH PROGRAMMING.

new text begin $2,000,000 in fiscal year 2023 is appropriated from the general fund to the commissioner
of employment and economic development for a grant to the Community Action Partnership
of Hennepin County, a 501(c)(3) nonprofit organization, working in conjunction with the
Young People's Task Force of the Unity Community Mediation Team to provide economic
development, mediation and reconciliation, conflict resolution, leadership, education,
recreational, and individual self-growth programming for youth to be provided at the Rosa
Parks Center for the Development of African-American Youth in Minneapolis. By February
1, 2024, the Community Action Partnership of Hennepin County shall report to the
commissioner and the chairs and ranking minority members of the legislative committees
with jurisdiction over economic development policy and finance on activities, expenditures,
and outcomes of the programming offered at the youth center.

HENNEPIN COUNTY.

new text begin $6,000,000 in fiscal year 2023 is appropriated from the general fund to the commissioner
of employment and economic development for a grant to the Community Action Partnership
of Hennepin County, a 501(c)(3) nonprofit organization, to acquire property located at 2200
16th Avenue North in the city of Minneapolis, and to predesign, design, construct, furnish,
and equip a youth center, to be known as the Rosa Parks Center for the Development of
African-American Youth, to provide economic development, mediation and reconciliation,
conflict resolution, leadership, education, recreational, and individual self-growth
programming for youth. The Community Action Partnership of Hennepin County may
contract with other 501(c)(3) nonprofit organizations and the Young People's Task Force
of the Unity Community Mediation Team to provide programming at the Rosa Parks Center
for the Development of African-American Youth. This appropriation is onetime and is
available until the project is completed or abandoned, subject to Minnesota Statutes, section
16A.642.
