A bill for an act
relating to public safety; appropriating money to increase crime alert categories
to include a dementia and Alzheimer's disease category and to provide grants to
develop law enforcement training on issues associated with dementia and
Alzheimer's disease; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $600,000 in fiscal year 2022 and $400,000 in fiscal year
2023 are appropriated from the general fund to the commissioner of public safety for the
purposes of this section.

new text begin Law enforcement training. new text end

new text begin (a) $400,000 in fiscal year 2022 and $400,000 in
fiscal year 2023 are for the Office of Justice Programs to administer regional and statewide
voluntary training grants to state and local law enforcement and first responders to contract
with a training organization for training on communication strategies, behavioral studies,
and issues associated with persons with dementia and Alzheimer's disease, including at a
minimum wandering, driving, abuse, and neglect. The office shall consult with the Peace
Officer Standards and Training (POST) Board and stakeholders, including at a minimum
the Minnesota Crisis Intervention Team and the Alzheimer's Association, regarding the
content of the training, which must include at a minimum the requirement that trainers have
at least two years of direct care of a person with Alzheimer's disease or dementia, crisis
intervention training, and mental health experience. When awarding grants, the office shall
give priority to law enforcement or first responder agencies with less than 45 officers.

program to the chairs and ranking minority members of the house of representatives and
senate committees with jurisdiction over public safety by January 1, 2024.

new text begin $200,000 in fiscal year 2022 is for the criminal alert
network to increase membership, reduce the registration fee, and create additional alert
categories, including at a minimum a dementia and Alzheimer's disease specific category.
