A bill for an act
 relating to environment; requiring Pollution Control Agency to hold a public
hearing under certain circumstances; amending Minnesota Statutes 2020, section
115.071, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2020, section 115.071, is amended by adding a subdivision
to read:

new text begin The commissioner, before finalizing a stipulation agreement
or consent decree with a facility, must hold a public hearing at a convenient time at a location
near the facility to inform the public of the nature and extent of the alleged violations
committed by the facility and to take testimony from the public, including those persons
potentially exposed to emissions from the facility.
