A bill for an act
relating to economic development; appropriating money for Helmets to Hard Hats
Minnesota initiative.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; HELMETS TO HARD HATS.

new text begin $225,000 in fiscal year 2022 and $225,000 in fiscal year 2023 are appropriated from the
workforce development fund to the commissioner of labor and industry for grants to the
Construction Careers Foundation for the Helmets to Hard Hats Minnesota initiative. Grant
funds must be used to recruit, retain, assist, and support National Guard, reserve, and active
duty military members' and veterans' participation into apprenticeship programs registered
with the Department of Labor and Industry and connect them with career training and
employment in the building and construction industry. The recruitment, selection,
employment, and training must be without discrimination due to race, color, creed, religion,
national origin, sex, sexual orientation, marital status, physical or mental disability, receipt
of public assistance, or age.
