A bill for an act
relating to transportation; requiring commissioner of transportation to implement
trunk highway performance measures and annual targets; requiring a report;
amending Minnesota Statutes 2020, section 174.03, subdivision 12.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2020, section 174.03, subdivision 12, is amended to read:

infrastructure, enhance the project selection for all transportation modes, improve economic
security, and achieve the state transportation goals established in section 174.01.

new text begin (b) At a minimum, the transportation planning process must include:

new text begin (1)new text end an inventory of transportation assets, including but not limited to bridge, pavement,
geotechnical, pedestrian, bicycle, and transit asset categoriesdeleted text begin .deleted text end new text begin ;

new text begin (2) lead (predictive) and lag (resulting) performance measures and annual performance
targets for assets in each category identified in collaboration with the public and to be
achieved by each district of the department;

new text begin (3) gap identification and an explanation of the difference between performance targets
and current status; and
new text end

new text begin (4) life cycle assessment and corridor risk assessment as part of asset management
programs in each district of the department.

new text begin (c) At a minimum, annual investment plans for all asset categories in each district of the
department must:
new text end

new text begin (1) be based on funding expected during each of the next ten years;
new text end

new text begin (2) be environmentally and economically sustainable based on best value assessment of
material and energy inputs during a period of not less than 60 years;
new text end

new text begin (3) recommend specific trunk highway segments to be removed from the trunk highway
system; and
new text end

new text begin (4) deliver progress annually toward achieving the state transportation goals established
in section 174.01.

new text begin (d) Annually by December 15, the commissioner must report trunk highway performance
measures and annual targets and identify gaps, including information detailing the
department's progress on achieving the state transportation goals, to the chairs and ranking
minority members of the legislative committees having jurisdiction over transportation
policy and finance. The report must be signed by a professional engineer licensed in
Minnesota.
