A bill for an act
relating to education finance; modifying the education partnership program;
defining Tier 3 grants; appropriating money; amending Minnesota Statutes 2020,
section 124D.99, subdivisions 2, 5.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2020, section 124D.99, subdivision 2, is amended to read:
(a) For purposes of this section the terms defined in this subdivision
have the meanings given them.
(b) "Tier 1 grant" means a sustaining grant for the ongoing operation, stability, and
expansion of existing education partnership program locations.
(c) "Tier 2 grant" means an implementation grant for expanding activity in education
partnership program locations.

(d) "Tier 3 grant" means a community planning grant for initial planning and development
of education partnership program locations including organizational and planning functions
to identify partners, community supports, and services.

Minnesota Statutes 2020, section 124D.99, subdivision 5, is amended to read:

qualifying recipients that can demonstrate a nonstate source of funds, including in-kind
contributions.

The sums indicated in this section are
appropriated from the general fund to the commissioner of education for the fiscal years
