A bill for an act
relating to natural resources; appropriating money for applied research in forestry
and bioeconomy.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; APPLIED RESEARCH IN FORESTRY AND
BIOECONOMY.

new text begin $2,000,000 in fiscal year 2022 is appropriated from the general fund to the Board of
Regents of the University of Minnesota for academic and applied research through the
MnDRIVE program at the Natural Resources Research Institute to develop and demonstrate
technologies that enhance the long-term health and management of Minnesota's forest
resources, extend the viability of incumbent forest-based industries, and accelerate emerging
industry opportunities. Of this amount, $500,000 is to extend the demonstrated forest
management assessment tool to statewide application and $1,500,000 is for developing
biochar opportunities associated with Minnesota biomass resources to support attracting
industry investment. This is a onetime appropriation and is available until June 30, 2023.
