A bill for an act
relating to human services; appropriating money for culturally competent mental
health provider grants.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; CULTURALLY COMPETENT MENTAL HEALTH
PROVIDER GRANTS.

new text begin $....... in fiscal year 2020 and $....... in fiscal year 2021 are appropriated from the general
fund to the commissioner of human services for grants to organizations and individuals
providing culturally competent mental health consultation to foster connections between
the mental health community and cultural and ethnic communities. Culturally competent
provider consultation includes:

new text begin (1) having a culturally competent provider as defined in Minnesota Statutes, section
256B.0943, subdivision 1, paragraph (e);

new text begin (2) providing regular consultation to mental health professionals and practitioners serving
families from cultural and ethnic communities; and

new text begin (3) providing culturally appropriate referrals for services for parents and children with
mental health conditions.
