A bill for an act
relating to capital investment; appropriating money for a regional corrections
facility; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $3,000,000 is appropriated from the bond proceeds fund
to the commissioner of corrections for a grant to Carlton County for predesign and design
of a corrections facility providing emphasis on serving as a regional facility for female
offenders. This statewide demonstration project shall address current state requirements of
parity in serving male and female offenders under Minnesota Statutes, section 241.70,
subdivision 1, and will use the Sequential Intercept Model to improve service and
system-level responses for adults with mental and substance abuse disorders in the criminal
justice system. This appropriation does not require a nonstate contribution.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $3,000,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
