A bill for an act
relating to public safety; appropriating money for Minneapolis SafeStreets.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; MINNEAPOLIS SAFESTREETS.

new text begin $2,000,000 in fiscal year 2020 and $2,000,000 in fiscal year 2021 are appropriated from
the general fund to the Department of Public Safety for a grant to the Minneapolis Urban
League to develop and implement the Minneapolis SafeStreets program. The SafeStreets
program shall work with other organizations and persons in the community to: provide
targeted interventions to prevent the escalation of violence after the occurrence of serious
incidents, such as a shooting, murder, or other violent crime; de-escalate violence with the
use of community-based interventions designed to prevent conflict from becoming violent;
provide an alternative to adjudication through a restorative justice model for persons who
commit lower level offenses; and develop working relationships with community providers
to enable young people to care for themselves and their families in healthy and empowered
ways. Any balance in the first year does not cancel and is available in the second year.
