A bill for an act
relating to transportation; appropriating money for certain safety improvements
and engineering evaluations.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin PEDESTRIAN AND NONMOTORIZED TRAFFIC SAFETY;
ENGINEERING EVALUATIONS; APPROPRIATION.

new text begin (a) $....... in fiscal year 2020 is appropriated from the trunk highway fund to the
commissioner of transportation to perform engineering evaluation and associated safety
improvements in at least one qualifying highway. This is a onetime appropriation.
Notwithstanding Minnesota Statutes, section 16A.28, the appropriation is available until
June 30, 2023.

new text begin (b) A qualifying highway under this section is a continuous segment of a trunk highway:

new text begin (1) with a length of no more than eight miles;
new text end

new text begin (2) that has a functional classification of minor arterial; and
new text end

new text begin (3) in which there was at least one pedestrian fatality in each year for 2016, 2017, and
2018.

new text begin (c) This appropriation is available for: (1) immediate and short-term safety improvements
and related noninfrastructure activities targeted to pedestrians and nonmotorized traffic; (2)
engineering evaluations; and (3) design, engineering, environmental analysis, property
acquisition, and construction on one or more projects identified in an engineering evaluation.

new text begin (d) An engineering evaluation must include:

new text begin (1) examination of road safety, targeted at improvements and enhancements for
pedestrians and nonmotorized traffic; and
new text end

new text begin (2) analysis of road network impacts related to identified safety improvements and
enhancements for state and local roads in the corridor.

new text begin (e) Following completion of the engineering evaluations, the commissioner must submit
a report to the chairs and ranking minority members of the legislative committees with
jurisdiction over transportation policy and finance. The report must include a summary of
engineering evaluation results and a review of resulting safety projects.
