A bill for an act
relating to local government; aid reductions for certain spending; amending
Minnesota Statutes 2016, section 477A.017, subdivision 2; proposing coding for
new law in Minnesota Statutes, chapter 477A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2016, section 477A.017, subdivision 2, is amended to read:


Subd. 2.

State auditor's duties.

The state auditor shall prescribe uniform financial
accounting and reporting standards in conformity with national standards to be applicable
to cities and towns of more than 2,500 population and uniform reporting standards to be
applicable to cities of less than 2,500 population.new text begin The uniform financial reports filed by
cities and counties with the state auditor shall also include information, in the form
determined by the state auditor, necessary to determine any penalties imposed under section
477A.0176. The state auditor shall annually inform the commissioner of revenue by June
30 the amount to be deducted from any city's or county's aid under section 477A.0176.

IMMIGRANT DEFENSE.

new text begin (a) For the purposes of this section, the following terms have
the meanings given them.

new text begin (b) "Illegal immigration defense spending" means any amount appropriated in a local
government budget to make grants to illegal immigrants for legal services to fight deportation
proceedings or to otherwise fund programs to provide legal services to illegal immigrants
in preparing defense against deportation from the United States of America.

new text begin (c) "Illegal immigrant" means a foreigner who enters the country without an entry or
immigrant visa, or a foreigner who legally enters the country as a visitor, tourist, student,
or businessperson but either (1) no longer meets the legal requirements for their stay or (2)
overstays the allowed period of time for their stay in the country.

new text begin (d) "Local government" means a statutory or home rule charter city or a county.

in calendar year 2019, the aid paid to a local government under sections 477A.011 to 477A.03
is reduced by the amount of money appropriated by the local government for illegal
