A bill for an act
relating to capital investment; appropriating money for a regional medical
examiner's facility; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $25,932,000 is appropriated from the bond proceeds
fund to the commissioner of human services for a grant to Hennepin County to design,
construct, furnish, and equip a 67,000 square foot regional, state-of-the-art medical examiner's
facility. The facility shall: (1) provide forensic death investigation and autopsy services for
Dakota, Hennepin, and Scott Counties with the flexibility to accommodate future partner
counties and agencies; (2) serve as a teaching facility for the state, on the science of forensic
pathology; and (3) be located in southern Hennepin County at a site that best supports access
needs for the three founding counties and reasonable scene response times for the geographic
service area.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $25,932,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
