A bill for an act
relating to education; directing the Board of Teaching to adopt standards for
a specialized license, endorsement, or credential for project-based learning;
requiring a project-based learning proposal; amending Minnesota Statutes 2014,
section 122A.09, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2014, section 122A.09, is amended by adding a
subdivision to read:

new text begin Specialized license, endorsement, or credential for project-based
learning.

new text begin Consistent with subdivision 4, paragraph (d), regarding specialized licenses,
endorsements, and credentials, the Board of Teaching must create and issue a specialized
license, endorsement, or credential for project-based learning instructors that is designed
to foster employer participation in cooperative career and technical education programs
and other applied and experiential learning opportunities under sections 124D.085 and
124D.46, among other programs and opportunities for project-based learning, and to
improve educational and career outcomes for all students. The board must adopt standards
for the specialized license, endorsement, or credential for project-based learning instructors
in consultation with career and technical education program providers, teacher preparation
program providers focused on project-based learning, and other interested education
and work-related stakeholders. Candidates for the specialized license, endorsement, or
credential under this subdivision must have sufficient direct practical experience in an
occupation that is part of a career and technical education or in other project-based learning.

Sec. 2. new text begin TEACHER PREPARATION PROGRAMS FOCUSED ON
PROJECT-BASED LEARNING.

new text begin (a) The Board of Teaching, in collaboration with education faculty at the Minnesota
State University, Mankato; licensed career and technical education teachers; employers
participating in cooperative career and technical education programs; other providers of
project-based learning opportunities; and other interested education, teacher preparation,
and work-related stakeholders, must develop and submit to the education committees
of the legislature by February 1, 2017, a proposal to implement a research-based,
results-oriented teacher preparation curriculum focused on the knowledge and skills
teachers need to effectively provide and facilitate project-based learning.

new text begin (b) The proposal under paragraph (a) must include, at least, the following program
components:

new text begin (1) recruitment of fully engaged and qualified individuals;
new text end

new text begin (2) culturally responsive preparation, project-based learning assessments, engaged
students, qualified postsecondary faculty and mentors, and a project-based learning focus;

new text begin (3) support for P-20 wrap-around services, scholarships, mentorships, access to
technology, and professional learning opportunities; and

new text begin (4) multiple instruments that focus on and measure student learning and engagement,
teacher performance, and program efficacy.
