A bill for an act
relating to economic development; appropriating money for a grant to Latino
Communities United in Service.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(CLUES).

new text begin $1,500,000 in fiscal year 2017 is appropriated from the general fund to the
commissioner of employment and economic development for a grant to Latino
Communities United in Service (CLUES) to expand culturally tailored programs that
address employment and education skill gaps for working parents and underserved
youth. The appropriation shall fund programs that provide new job skills training to
stimulate higher wages for low-income people, family support systems designed to reduce
generational poverty, and youth programming to promote educational advancement and
career pathways. At least $500,000 of the total appropriation must be used for programming
targeted at greater Minnesota. CLUES shall submit a report to the chairs and ranking
minority members of the legislative committees and divisions of the senate and house of
representatives with primary jurisdiction over jobs with findings of program outcomes
by March 1, 2018. The report must include the type, duration, and attendance of each
program and quantifiable measures of success. This appropriation is available until spent.
