A bill for an act
relating to health; appropriating money to the commissioner of health for grants
for safe sleep baby boxes and baby care supplies.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; SAFE SLEEP BABY BOXES AND BABY CARE
SUPPLIES.

new text begin $....... is appropriated from the general fund for fiscal year 2017 to the commissioner
of health for grants to community health boards and tribal governments that operate a
nurse-family partnership home visiting program. A community health board or tribal
government receiving a grant shall contract with a Minnesota nonprofit organization to
provide safe sleep baby boxes and baby care supplies to prenatal clients served by the
board's or tribal government's home visiting program. In awarding grants under this
section, the commissioner shall consider counties or areas where young women are at high
risk of not receiving consistent, timely prenatal care; counties or areas with high infant
mortality rates; and counties or areas with poor birth outcomes, such as low-weight births,
that place children at higher risk for developmental delays and other negative health
outcomes. Base funding for the 2018-2019 biennium shall be $....... per fiscal year.
