A bill for an act
relating to local government; creating the Ramsey County Economic
Development Authority.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Creation. new text end

new text begin There is created in Ramsey County a public body corporate
and politic, known as the Ramsey County Economic Development Authority, that has the
powers contained in Minnesota Statutes, sections 469.090 to 469.108, the powers of
a housing and redevelopment authority under Minnesota Statutes, sections 469.001 to
469.047, or other law, and the powers of a city under Minnesota Statutes, sections 469.124
to 469.133, or other law. For the purpose of applying Minnesota Statutes, chapter 469, to
Ramsey County, the county has all of the powers and duties of a city, the county board has
all of the powers and duties of a governing body, the chair of the county board has all of
the powers and duties of a mayor, and with respect to the exercise of powers of a housing
and redevelopment authority subject to Minnesota Statutes, section 469.008, the area of
operation includes the area within the territorial boundaries of the county.

new text begin Coordination with other authorities. new text end

new text begin The county authority shall notify a
municipal authority by January 31 of each year as to the activities the county authority
plans to participate in within the municipality. If the municipal authority does not consent
to the activities of the county authority, the municipal authority shall notify the county
authority within 45 days of the date of the notice from the county authority. If a city
authority requests that the county authority exercise any power or perform any function of
the municipal authority, the county authority may do so.

new text begin Before the Ramsey County Economic Development
Authority undertakes a project, the project must be approved by the local governing body
with jurisdiction over any part of the area in which the proposed project is located.

new text begin Commissioners. new text end

new text begin Notwithstanding any section of Minnesota Statutes,
chapter 469, the Ramsey County Economic Development Authority shall consist of seven
commissioners. The county board shall appoint the commissioners and shall fill vacancies
in the office of any commissioner. The term of each commissioner shall be one year, or in
the case of a vacancy, the term shall be the remainder of the one-year term for which a
vacancy is filled, or until a successor is appointed.

new text begin This section is effective the day after the governing body
of Ramsey County and its chief clerical officer timely complete their compliance with
Minnesota Statutes, section 645.021, subdivisions 2 and 3.
