A bill for an act
relating to agriculture; appropriating money to plan and develop an indoor
urban farm.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin EAST PHILLIPS INDOOR URBAN FARM; APPROPRIATION.

new text begin $3,000,000 in fiscal year 2017 is appropriated from the general fund to the
commissioner of agriculture for a grant to East Phillips Indoor Urban Farm to convert an
existing facility into an indoor urban farm with space and support for local urban farmers
of varying size and small retailers. Grant-eligible activities include, but are not limited
to, planning and start-up costs, staff and consultant costs, building improvements, rent,
supplies, utilities, vehicles, marketing, establishing and operating an aquaponic system,
creating and administering an urban organic farming education and training program
for youth and adults, developing culturally specific retail tenant space, and providing
recycling and compost opportunities. This is a onetime appropriation.
