A bill for an act
relating to state government; requiring interagency feasibility study.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The commissioner of agriculture shall conduct a study to assess the feasibility of a
Minnesota company with a valid importation permit under Minnesota Statutes, section
97C.515, procuring health-certified, farm-raised bait fish from an out-of-state facility and
transporting the fish directly to a Minnesota facility for the purpose of a resale transaction.
The commissioner shall appoint a working group of seven individuals to conduct the
study, to include representatives of the Departments of Agriculture and Natural Resources,
Explore Minnesota, and private aquaculture, a University of Minnesota aquatic invasive
species specialist, a Minnesota aquaculture extension agent, and a United States Fish and
Wildlife aquatic invasive species specialist. The work group shall report the study to the
legislative policy and finance committees and divisions with jurisdiction over agriculture,
environment, and natural resources by February 1, 2016.
