A bill for an act
relating to human services; establishing a mobile food shelf grant program;
appropriating money for mobile food shelves.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin MOBILE FOOD SHELF GRANTS.

new text begin Grant amount. new text end

new text begin Hunger Solutions shall award grants under
subdivision 3 of up to $75,000 on a competitive basis.

new text begin Subd. 2. new text end

new text begin Application contents. new text end

new text begin An applicant for a grant under this section must
provide the following information to Hunger Solutions:

new text begin (1) the location of the project;
new text end

new text begin (2) a description of the mobile program, including size and scope;
new text end

new text begin (3) evidence regarding the unserved or underserved nature of the community in
which the project is to be located;
new text end

new text begin (4) evidence of community support for the project;
new text end

new text begin (5) the total cost of the project;
new text end

new text begin (6) the amount of the grant request and how funds will be used;
new text end

new text begin (7) sources of funding or in-kind contributions for the project that will supplement
any grant award;
new text end

new text begin (8) a commitment to mobile programs by the applicant and an ongoing commitment
to maintain the mobile program; and
new text end

new text begin (9) any additional information requested by Hunger Solutions.

new text begin Awarding grants. new text end

new text begin In evaluating applications and awarding grants, priority
may be given to applicants who:
new text end

new text begin (1) serve underserved areas;
new text end

new text begin (2) create a new or expand an existing mobile program;
new text end

new text begin (3) serve areas where a high amount of need is identified;
new text end

new text begin (4) provide evidence of strong support for the project from citizens and other
institutions in the community;
new text end

new text begin (5) leverage funding for the project from other private and public sources; and
new text end

new text begin (6) commit to maintaining the program on a multiyear basis.

Sec. 2. new text begin APPROPRIATION.
new text end

new text begin $2,000,000 is appropriated for the biennium beginning July 1, 2015, from the
general fund to the commissioner of human services for transfer to Hunger Solutions,
which is the association responsible for distributing food shelf funds under Minnesota
Statutes, section 256E.34, for mobile food shelf grants under section 1. This a onetime
appropriation and is available until expended.
