A bill for an act
relating to corrections; authorizing a study of the effectiveness of risk assessment
tools and the incarceration and release of juveniles.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) The commissioner of corrections, in consultation with the courts and county
probation, shall study the effectiveness of risk assessment tools for juveniles, including
but not limited to the structured assessment of violence risk for youth, the youth level of
service and case management inventory, and public safety assessment by the court. The
commissioner shall recommend the use of the most effective tool in determining when to
release and when to incarcerate juveniles based on the important principle of disposition
determined on rehabilitation and the type of crime committed.

new text begin (b) By January 1, 2015, the commissioner shall submit a report to the chairs and
ranking minority members of the senate and house of representatives committees and
divisions having jurisdiction over corrections and public safety. The report shall include
findings and recommendations developed under paragraph (a).
