A bill for an act
relating to game and fish; allowing certain persons to erect and temporarily
leave portable deer stands or blinds in wildlife management areas; amending
Minnesota Statutes 2012, section 97A.137, by adding a subdivision.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2012, section 97A.137, is amended by adding a
subdivision to read:

(a) A physically disabled
person or a person 65 years of age or older may erect and leave one portable stand or one
portable blind in a wildlife management area. The person may erect the stand or blind
up to seven days prior to the start of the deer hunting season for which the stand is being
erected and must remove the stand or blind no later than the day after the end of the deer
hunting season for which it was erected. The stand or blind must not permanently damage
trees or other vegetation, and only clamp-on or strap-on stands are allowed.

(b) Any person leaving a stand or blind under this subdivision must affix a tag with:

(1) the person's name and address;

(2) the person's driver's license number; or
new text end

(3) the "MDNR#" license identification number issued to the person.

The tag must be affixed to the stand or blind in a manner that it can be read from the ground.

(c) For purposes of this subdivision, "physically disabled person" means a hunter
who has a verified statement of physical disability from a licensed physician or a certified
nurse practitioner or certified physician assistant acting under the direction of a licensed
physician.
