A bill for an act
relating to education; creating a task force on establishing a postsecondary tuition
endowment; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The commissioner of education, in collaboration
with the president of the University of Minnesota and the chancellor of the Minnesota State
Colleges and Universities, shall appoint an advisory task force by July 1, 2014, to research
the establishment and operation of an endowment that pays the tuition of any public school
student who gains admission to a public higher educational institution in Minnesota.

new text begin The duties of the task force include:

new text begin (1) reviewing similar programs throughout the country, including "the power of you";
new text end

new text begin (2) providing expenditure estimates for the program; and
new text end

new text begin (3) exploring possible funding sources for an endowment.

new text begin By December 20, 2014, the task force must submit its
recommendations to the commissioner of education. The commissioner shall report
findings and recommendations to the legislative committees with jurisdiction over
kindergarten through grade 12 education and higher education by December 31, 2014.
