A bill for an act
relating to housing; directing the Minnesota Housing Finance Agency to assist in
the repair of flood-damaged properties; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) Of the unexpended and unencumbered amounts available as of the effective date
of this act, money appropriated in Laws 2012, First Special Session chapter 1, section 7,
must be used for the purposes in this section.

new text begin (b) The Minnesota Housing Finance Agency shall address housing repairs and
related housing issues in the area in Minnesota designated under Presidential Declaration
of a Major Disaster FEMA-4069-DR, whether included in the original declarations or
added later by federal government action, referred to in this section as "the area included
in DR-4069." The Minnesota Housing Finance Agency shall work with local agencies and
the Long Term Recovery Committee to develop a new or modified program to help repair
housing, both rental and owner-occupied, that was damaged in the flood, but have not been
repaired by the Minnesota Housing Finance Agency's quick start disaster recovery program.

new text begin (c) The Minnesota Housing Finance Agency, in collaboration with local agencies,
shall develop a program to expedite the transfer of abandoned properties in the area
included in DR-4069 to a responsible party. For the purposes of this section, "responsible
party" means either the owner, mortgagor, or county, in the case of tax-forfeited land.

new text begin (d) The Minnesota Housing Finance Agency shall conduct a study of the housing
needs of the area included in DR-4069. The study must include an on-site investigation of
the storm-affected areas in the area included in DR-4069. The Minnesota Housing Finance
Agency shall report to the legislature the results of the study by January 15, 2014.
