A bill for an act
relating to natural resources; appropriating money for aquatic invasive species
activities at University of Minnesota.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATIONS; AQUATIC INVASIVE SPECIES.

new text begin (a) $1,867,000 in fiscal year 2013 is appropriated from the clean water fund and
$1,867,000 in fiscal year 2013 is appropriated from the outdoor heritage fund to the Board
of Regents of the University of Minnesota for research on aquatic invasive species that
threaten or have the potential to threaten the state's lakes, rivers, streams, wetlands, and
other habitat for fish, game, and wildlife. With the approval of the Board of Regents of the
University of Minnesota, this appropriation is available until June 30, 2018, to fund:

new text begin (1) two faculty positions focused on aquatic invasive species to be created within the
Department of Ecology, Evolution and Behavior;

new text begin (2) eight graduate students focused on aquatic invasive species within the
Department of Ecology, Evolution and Behavior; and

new text begin (3) up to $500,000 in equipment necessary for the aquatic invasive species research
funded under this paragraph.

new text begin (b) $550,000 in fiscal year 2013 is appropriated from the clean water fund and
$550,000 in fiscal year 2013 is appropriated from the outdoor heritage fund to the Board
of Regents of the University of Minnesota for research on carp that threaten or have
the potential to threaten the state's lakes, rivers, streams, wetlands, and other habitat for
fish, game, and wildlife. With the approval of the Board of Regents of the University of
Minnesota, this appropriation is available until June 30, 2018, to fund:

new text begin (1) three graduate students focused on carp within the Department of Fisheries,
Wildlife and Conservation Biology; and

new text begin (2) up to $550,000 in equipment necessary for the carp research funded under this
paragraph.

new text begin (c) Money appropriated in this section may not be spent on activities unless they
are directly related to and necessary for this appropriation. Money appropriated in this
section must not be spent on indirect costs or other institutional overhead charges that are
not directly related to and necessary for this appropriation.
