A bill for an act
relating to workforce training; appropriating money to the Minority Workforce
Collaborative.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin MINORITY WORKFORCE COLLABORATIVE; APPROPRIATION.

new text begin $....... is appropriated from the general fund in fiscal year 2011 to the commissioner
of employment and economic development for a grant to the Minority Workforce
Collaborative for development of an intensive employment skills training project designed
to move unemployed refugees, immigrants, and legal residents into employment leading
to economic self-sufficiency. The employment skills training project must include, but is
not limited to: one-to-one case management and job retention services for participants,
curriculum and activities to improve the workplace English skills of participants, GED
training and testing, activities designed to increase general awareness of cultural barriers,
and specialized skills training in the fields of light rail and the green economy. The Lao
Assistance Center is the fiscal agent for the project. This is a onetime appropriation.
