1.1 A bill for an act 1.2 relating to public finance; funding for Gillette 1.3 Children's Speciality Health Care; transportation and 1.4 capital improvements; authorizing spending for public 1.5 purposes; authorizing spending to acquire and to 1.6 better land and buildings and other improvements of a 1.7 capital nature; amending earlier authorizations; 1.8 authorizing and reauthorizing sale of state bonds; 1.9 converting certain capital project financing from 1.10 general obligation bonding to general fund cash; 1.11 appropriating money; amending Laws 2000, chapter 479, 1.12 article 1, section 2, subdivision 11; and by adding a 1.13 section; Laws 2000, chapter 492, article 1, section 1.14 18, subdivision 1; and section 26, subdivision 1. 1.15 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.16 Section 1. Laws 2000, chapter 479, article 1, section 2, 1.17 subdivision 11, is amended to read: 1.18 Subd. 11. Local Bridge 1.19 Replacement and Rehabilitation 39,000,000 1.20 To match federal money and to replace 1.21 or rehabilitate local deficient bridges. 1.22 Political subdivisions may use grants 1.23 made under this subdivision to 1.24 construct or reconstruct bridges, 1.25 including: 1.26 (1) matching federal aid grants to 1.27 construct or reconstruct key bridges; 1.28 (2) paying the costs of preliminary 1.29 engineering and environmental studies 1.30 authorized under Minnesota Statutes, 1.31 section 174.50, subdivision 6a; 1.32 (3) paying the costs to abandon an 1.33 existing bridge that is deficient and 1.34 in need of replacement, but where no 1.35 replacement will be made; and 1.36 (4) paying the costs to construct a 2.1 road or street to facilitate the 2.2 abandonment of an existing bridge 2.3 determined by the commissioner to be 2.4 deficient, if the commissioner 2.5 determines that construction of the 2.6 road or street is more economical than 2.7 replacing the existing bridge. 2.8 $7,000,000 of the appropriation in this 2.9 subdivision is from the transportation 2.10 fund through the sale and issuance of 2.11 state bonds. 2.12 Sec. 2. Laws 2000, chapter 479, article 1, is amended by 2.13 adding a section to read: 2.14 Sec. 25. [TRANSPORTATION FUND.] 2.15 To provide the money appropriated in this act from the 2.16 transportation fund, the commissioner of finance shall sell and 2.17 issue bonds of the state in an amount to $7,000,000 in the 2.18 manner, upon the terms, and with the effect prescribed by 2.19 Minnesota Statutes, sections 16A.631 to 16A.675, and by the 2.20 Minnesota Constitution, article XI, sections 4 to 7. The 2.21 proceeds of the bonds, except accrued interest and any premium 2.22 received on the sale of the bonds, must be credited to a bond 2.23 proceeds account in the state transportation fund. 2.24 Sec. 3. Laws 2000, chapter 492, article 1, section 18, 2.25 subdivision 1, is amended to read: 2.26 Subdivision 1. Gillette Children's 2.27HospitalSpeciality Health Care 7,000,000 2.28 To the commissioner of administration 2.29 for a grant to Ramsey county to design, 2.30 construct, furnish, and equip the 2.31 renovation of and an addition to the 2.32 Gillette Children'sHospitalSpeciality 2.33 Health Care, which until 1974 was a 2.34 state institution housed in a state 2.35 building that served the medical needs 2.36 of crippled children. This 2.37 appropriation is not available until 2.38 the commissioner of finance has 2.39 determined that at least $7,000,000 has 2.40 been committed by nonstate sources. 2.41 Amounts spent since January 1, 1998, by 2.42 Gillette Children's Specialty Health 2.43 Care to plan, design, and construct 2.44 this project may be counted as part of 2.45 the local match. This appropriation 2.46 may be used for expenses on the project 2.47 that have not been counted as part of 2.48 the local match and that have been 2.49 incurred after June 1, 2000. This 2.50 appropriation is from the general fund. 2.51 Sec. 4. Laws 2000, chapter 492, article 1, section 26, 2.52 subdivision 1, is amended to read: 3.1 Subdivision 1. [BOND PROCEEDS FUND.] To provide the money 3.2 appropriated in this act from the bond proceeds fund, the 3.3 commissioner of finance shall sell and issue bonds of the state 3.4 in an amount up to$426,870,000$419,870,000 in the manner, upon 3.5 the terms, and with the effect prescribed by Minnesota Statutes, 3.6 sections 16A.631 to 16A.675, and by the Minnesota Constitution, 3.7 article XI, sections 4 to 7. 3.8 Sec. 5. [EFFECTIVE DATE.] 3.9 Sections 1 to 4 are effective the day after their final 3.10 enactment.
