A bill for an act
relating to higher education; appropriating money for the University of Minnesota's
Robert J. Jones Urban Research and Outreach Engagement Center.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; ROBERT J. JONES URBAN RESEARCH AND
OUTREACH ENGAGEMENT CENTER.

new text begin (a) $500,000 in fiscal year 2020 and $500,000 in fiscal year 2021 are appropriated from
the general fund to the Board of Regents of the University of Minnesota for research and
outreach at the Robert J. Jones Urban Research and Outreach Engagement Center. $250,000
each year is to invest in:

new text begin (1) applied research for community and economic development, health and wellness,
and education and lifelong learning partnerships with rural communities;
new text end

new text begin (2) creating admission paths for communities of color, indigenous communities, and
communities with high poverty; and
new text end

new text begin (3) outreach specific to urban communities of color, indigenous communities, and
communities with high poverty.

new text begin (b) Participatory action research funded by this appropriation must target:
new text end

new text begin (1) reducing placing children in foster care;
new text end

new text begin (2) improving seniors aging in place;
new text end

new text begin (3) workforce improvement in specific marginalized communities;
new text end

new text begin (4) entrepreneurship for businesses with less than $50,000 in annual revenue; and
new text end

new text begin (5) education efficacy for children of color, indigenous children, and children in poverty.

new text begin (c) Outreach funded by this appropriation must focus on supporting community assets
in resolving challenges in mental health, out of school time resources for children in
kindergarten through grade 12, and resources for seniors to age in place.
