A bill for an act
relating to elections; requiring notice of voting rights to certain felons; proposing
coding for new law in Minnesota Statutes, chapter 244.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin A probation officer must explain in person to each felon offender whom the officer
supervises the offender's voting rights as of the time the offender's probation or supervised
release period terminates. The probation officer must provide the required notice prior to
the termination of the offender's probation or supervised release period. The probation
officer and offender must both sign a form prepared by the commissioner of corrections
that acknowledges that the officer performed the duties required by this section and that
the offender received the required notice. The probation officer must provide a copy of
the form signed by both the officer and offender, unless the offender refuses to sign the
form. If the offender refuses to sign the form, the probation officer shall note this fact on
the form and provide a copy of the form to the offender.
