A bill for an act
relating to transportation; requiring a safety study for a segment of marked Trunk
Highway 47 in Fridley, Blaine, and Coon Rapids; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. UNIVERSITY AVENUE SAFETY STUDY; APPROPRIATION.

(a) $....... in fiscal year 2019 is appropriated from the trunk highway fund to the
commissioner of transportation to study safety improvements and enhancements on marked
Trunk Highway 47, also known as University Avenue, from Osborne Road Northeast in
Fridley to marked U.S. Highway 10 in Coon Rapids.

(b) At a minimum, the study must (1) analyze current safety issues, including traffic
speeds; and (2) identify options and costs for safety improvements targeted at pedestrians
and nonmotorized traffic, which must include a combination of immediate short- and
long-term improvements.

(c) The commissioner must submit a copy of the study to the members and staff of the
legislative committees with jurisdiction over transportation policy and finance.

(d) Any amount remaining from the appropriation in paragraph (a) exceeding the amount
expended for the study is available for design, engineering, environmental analysis, property
acquisition, and construction on a project identified in the study. Notwithstanding Minnesota
Statutes, section 16A.28, this appropriation is available for five years after the year of
appropriation.

EFFECTIVE DATE.

This section is effective the day following final enactment.
