  1.1                          A bill for an act 
  1.2             relating to state government; rejecting certain labor 
  1.3             agreements and compensation plans; ratifying a labor 
  1.4             agreement. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [REJECTIONS.] 
  1.7      Subdivision 1.  [COUNCIL 6.] The labor agreement between 
  1.8   the state of Minnesota and the American federation of state, 
  1.9   county, and municipal employees, units 2, 3, 4, 6, and 7, 
  1.10  submitted to the legislative coordinating commission 
  1.11  subcommittee on employee relations on November 21, 2001, and 
  1.12  implemented after 30 days as provided in Minnesota Statutes, 
  1.13  section 3.855, subdivision 2, paragraph (c), is rejected. 
  1.14     Subd. 2.  [PROFESSIONAL EMPLOYEES.] The labor agreement 
  1.15  between the state of Minnesota and the Minnesota association of 
  1.16  professional employees, submitted to the legislative 
  1.17  coordinating commission subcommittee on employee relations on 
  1.18  November 21, 2001, and implemented after 30 days as provided in 
  1.19  Minnesota Statutes, section 3.855, subdivision 2, paragraph (c), 
  1.20  is rejected. 
  1.21     Subd. 3.  [UNREPRESENTED MANAGERS; MINNESOTA STATE COLLEGES 
  1.22  AND UNIVERSITIES.] The amendments to the compensation plan for 
  1.23  administrators of the Minnesota state colleges and universities, 
  1.24  approved by the legislative coordinating commission subcommittee 
  1.25  on employee relations on December 11, 2001, are rejected. 
  2.1      Subd. 4.  [MANAGERIAL PLAN.] The amendments to the 
  2.2   managerial plan, approved by the legislative coordinating 
  2.3   commission subcommittee on employee relations on December 11, 
  2.4   2001, are rejected. 
  2.5      Subd. 5.  [COMMISSIONER'S PLAN.] The amendments to the 
  2.6   commissioner's plan, approved by the legislative coordinating 
  2.7   commission subcommittee on employee relations on December 11, 
  2.8   2001, are rejected.  
  2.9      Subd. 6.  [SUPERVISORS.] The labor agreement between the 
  2.10  state of Minnesota and the middle management association, 
  2.11  submitted to the legislative coordinating commission 
  2.12  subcommittee on employee relations on December 21, 2001, and 
  2.13  implemented after 30 days as provided in Minnesota Statutes, 
  2.14  section 3.855, subdivision 2, paragraph (c), is rejected. 
  2.15     Subd. 7.  [RESIDENTIAL SCHOOLS TEACHERS.] The labor 
  2.16  agreement between the state of Minnesota and the state 
  2.17  residential schools education association, submitted to the 
  2.18  legislative coordinating commission subcommittee on employee 
  2.19  relations on December 21, 2001, and implemented after 30 days as 
  2.20  provided in Minnesota Statutes, section 3.855, subdivision 2, 
  2.21  paragraph (c), is rejected. 
  2.22     Subd. 8.  [ADMINISTRATIVE AND SERVICE FACULTY.] The labor 
  2.23  agreement between the state of Minnesota and the Minnesota state 
  2.24  university association of administrative and service faculty, 
  2.25  submitted to the legislative coordinating commission 
  2.26  subcommittee on employee relations on December 28, 2001, and 
  2.27  implemented after 30 days as provided in Minnesota Statutes, 
  2.28  section 3.855, subdivision 2, paragraph (c), is rejected. 
  2.29     Sec. 2.  [RATIFICATION.] 
  2.30     The labor agreement between the state of Minnesota and the 
  2.31  Minnesota government engineers council, approved by the 
  2.32  legislative coordinating commission subcommittee on employee 
  2.33  relations on December 11, 2001, is ratified. 
  2.34     Sec. 3.  [EFFECTIVE DATE.] 
  2.35     Sections 1 and 2 are effective the day following final 
  2.36  enactment.
