A bill for an act
relating to capital investment; appropriating money for capital improvements and
extensions of the Heartland Trail; authorizing the sale and issuance of state bonds.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

$550,000
is appropriated from the bond proceeds fund to the commissioner of natural resources to
complete the construction of the Heartland Trail multiuse paved trail from the bridge at
U.S. Highway 10 and County Road 10 to the city of Frazee. This appropriation is in addition
to the appropriations in Laws 2017, First Special Session chapter 8, article 1, section 6,
subdivision 6, and Laws 2020, Fifth Special Session chapter 3, article 1, section 7, subdivision
12.

appropriated from the bond proceeds fund to the commissioner of natural resources for
preliminary engineering, design, and property acquisition for a multiuse paved trail segment
as part of the Heartland Trail between the cities of Moorhead and Hawley. Money remaining
after preliminary engineering, design, and property acquisition may be used for construction.

$200,000 is appropriated from the bond proceeds fund to the commissioner of
natural resources for preliminary engineering, design, and alignment selection for the trail
sections extending from the city of Osage to the city of Frazee and from the city of Detroit
Lakes to the city of Hawley.

To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $2,250,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
