A bill for an act
relating to public safety; establishing grants to train peace officers in large cities
in de-escalation techniques and the use of nonlethal force; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $....... in fiscal year 2017 is appropriated from the general fund to the commissioner
of public safety to fund grants to train peace officers who are employed by the cities
of Minneapolis and St. Paul in the use of crisis de-escalation techniques and nonlethal
force. The crisis de-escalation training must address policing in culturally and racially
diverse communities. The nonlethal force training must be provided every six months
and include live exercises designed for officers to master nonlethal force techniques,
including hand-to-hand combat.
