A bill for an act
relating to state government; creating a task force on establishing culturally and
linguistically accessible resources for Asian-Pacific women and their children
seeking independence from exploitative, abusive, and dangerous circumstances;
requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

SUPPORT PROGRAM TASK FORCE.

new text begin The commissioner of human services and the
Council on Asian-Pacific Minnesotans shall appoint an advisory task force by June 1, 2014,
to research the existing system of support for Asian-Pacific Minnesotan women and their
children living in vulnerable and dangerous circumstances, the effectiveness of the system
in providing aid to Asian-Pacific Minnesotan women and their children, and any further
improvements of the system to ensure that culturally and linguistically accessible resources
are available and delivered to Asian-Pacific Minnesotan women and their children.

new text begin The duties of the task force include:

new text begin (1) reviewing the state of Asian-Pacific Minnesotan women, especially those who
have limited English proficiency, are recent refugees or immigrants, and are in vulnerable
and dangerous circumstances;

new text begin (2) evaluating the effectiveness and accessibility of existing support programs for
Asian-Pacific Minnesotan women;

new text begin (3) building on those evaluation findings and recommending possible culturally and
linguistically accessible resources and programs for the women; and
new text end

new text begin (4) providing estimates of the funds needed for the resources and programs.

new text begin By December 19, 2015, the task force must submit its
recommendations to the commissioner of human services and the Council on Asian-Pacific
Minnesotans. By December 31, 2015, the commissioner and the Council on Asian-Pacific
Minnesotans shall report findings and recommendations to the house of representatives
and senate committees with subject matter jurisdiction.
