  1.1                          A bill for an act 
  1.2             relating to human services; eliminating the four-month 
  1.3             insurance barrier for MinnesotaCare eligibility for 
  1.4             certain laid-off workers.  
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [EXTENDING MINNESOTACARE ELIGIBILITY.] 
  1.7      (a) Minnesota Statutes, section 256L.07, subdivision 3, 
  1.8   does not apply to an individual or the families of an individual 
  1.9   if the individual was employed in Minnesota and the individual 
  1.10  was laid off from that employment between September 12, 2001, 
  1.11  and September 12, 2002. 
  1.12     (b) Any family or individual who meets the qualifications 
  1.13  specified in paragraph (a) must meet all other eligibility 
  1.14  requirements to be eligible for the MinnesotaCare program.  
  1.15     (c) Any family or individual who meets the qualifications 
  1.16  specified in paragraph (a) must include with the MinnesotaCare 
  1.17  application form a letter or notice from the applicant's prior 
  1.18  employer or union indicating that they meet the qualifications 
  1.19  specified in paragraph (a).  
  1.20     (d) Minnesota Statutes, section 256L.07, subdivision 1, 
  1.21  paragraph (c), shall not apply to an individual or family who 
  1.22  enrolls in MinnesotaCare under this section. 
  1.23     (e) If the federal government makes funding available to 
  1.24  the employer for the purpose of extending or reimbursing the 
  1.25  cost of health care coverage for individuals and their families 
  2.1   who meet the qualifications specified in paragraph (a), this 
  2.2   section shall expire upon receipt of the federal funding. 
  2.3      Sec. 2.  [EFFECTIVE DATE.] 
  2.4      Section 1 is effective the day following final enactment.
