A bill for an act
relating to environment; requiring state assistance prior to enforcing certain
effluent standards in the city of Morris.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin STATE ASSISTANCE REQUIRED PRIOR TO ENFORCEMENT OF
CHLORIDE EFFLUENT STANDARDS.

new text begin The commissioner of the Pollution Control Agency must not impose a fine or other
regulatory penalty upon the city of Morris for violation of chloride effluent limits at its
wastewater treatment facility until the city has received state assistance sufficient to design
and construct a new water treatment facility and the facility has become operational.
