  1.1                          A bill for an act 
  1.2             relating to information technology; requiring the 
  1.3             commissioner of administration to review programs and 
  1.4             funding for electronic government services in order to 
  1.5             promote public access to those services; proposing 
  1.6             coding for new law in Minnesota Statutes, chapter 16B. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [16B.468] [REVIEW OF FUNDING FOR ELECTRONIC 
  1.9   CONDUCT OF GOVERNMENT BUSINESS; PROMOTING PUBLIC ACCESS.] 
  1.10     The commissioner, in consultation with the office of 
  1.11  technology, shall review new programs and funding requests for 
  1.12  the provision of government services or information by 
  1.13  electronic means in order to determine whether the program or 
  1.14  funding request is designed to promote access to the services or 
  1.15  information by the general public.  The commissioner shall make 
  1.16  recommendations to the legislature in order to ensure that 
  1.17  electronic government services include features that will 
  1.18  promote their use by all members of the general public, 
  1.19  including individuals who do not own or have access to 
  1.20  electronic equipment.  These features may include the 
  1.21  availability of electronic terminals for use by the general 
  1.22  public and outreach programs that publicize the existence of 
  1.23  electronic services and how the public may obtain access to 
  1.24  those services.
