  1.1                          A bill for an act 
  1.2             relating to education finance; making adjustments to 
  1.3             the Department of Education's treatment of the 
  1.4             Fertile-Beltrami tax base when making levy adjustments.
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [TAX BASE ADJUSTMENTS, FERTILE-BELTRAMI.] 
  1.7      (a) The commissioner of education, when making offsetting 
  1.8   levy adjustments between levy categories to ensure that each 
  1.9   levy category is positive for Independent School District No. 
  1.10  599, Fertile-Beltrami, shall make such adjustments first between 
  1.11  levy categories that are imposed on identical tax bases before 
  1.12  making such adjustments between levy categories that are imposed 
  1.13  on different tax bases.  The commissioner may make offsetting 
  1.14  levy adjustments between the general fund and the debt service 
  1.15  fund, if necessary. 
  1.16     (b) The commissioner of education must make the offsetting 
  1.17  levy adjustments according to the process in paragraph (a) until 
  1.18  Independent School District No. 599, Fertile-Beltrami's current 
  1.19  referendum authority, under Minnesota Statutes, section 126C.17, 
  1.20  expires.
