  1.1                          A bill for an act 
  1.2             relating to motor vehicles; allowing sale 15 days 
  1.3             after notice of vehicles impounded in Minneapolis or 
  1.4             St. Paul; amending Minnesota Statutes 1996, sections 
  1.5             168B.051; and 168B.06, subdivision 3. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 168B.051, is 
  1.8   amended to read: 
  1.9      168B.051 [SALE; WAITING PERIODS.] 
  1.10     Subdivision 1.  [SALE AFTER 15 DAYS.] An impounded vehicle 
  1.11  is eligible for disposal or sale under section 168B.08, 15 days 
  1.12  after notice to the owner, if the vehicle is determined to be: 
  1.13     (1) a junk vehicle, except that it may have a valid, 
  1.14  current registration plate and still be eligible for disposal or 
  1.15  sale under this subdivision; or 
  1.16     (2) an abandoned vehicle; or 
  1.17     (3) an unauthorized vehicle impounded in the city of 
  1.18  Minneapolis or in the city of St. Paul. 
  1.19     Subd. 2.  [SALE AFTER 45 DAYS.] An impounded vehicle is 
  1.20  eligible for disposal or sale under section 168B.08, 45 days 
  1.21  after notice to the owner, if the vehicle is determined to be an 
  1.22  unauthorized vehicle impounded outside the cities of Minneapolis 
  1.23  and St. Paul.  
  1.24     Sec. 2.  Minnesota Statutes 1996, section 168B.06, 
  1.25  subdivision 3, is amended to read: 
  2.1      Subd. 3.  [UNAUTHORIZED VEHICLES; NOTICE.] If an 
  2.2   unauthorized vehicle remains unclaimed and has not been disposed 
  2.3   of or sold after 30 days from the date the notice was sent under 
  2.4   subdivision 2, a second notice shall be sent by certified mail, 
  2.5   return receipt requested, to the registered owner, if any, of 
  2.6   the unauthorized vehicle and to all readily identifiable 
  2.7   lienholders of record. 
  2.8      Sec. 3.  [LOCAL APPROVAL.] 
  2.9      This act is effective the day after compliance with 
  2.10  Minnesota Statutes, section 645.021, subdivision 3, by the city 
  2.11  of Minneapolis and by the city of St. Paul.
