A bill for an act
relating to transportation; appropriating money for safety improvements and an
engineering evaluation on a segment of the marked Trunk Highway 47 corridor
in Anoka County, requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. UNIVERSITY AVENUE SAFETY ENGINEERING EVALUATION;
APPROPRIATION.

(a) $2,500,000 in fiscal year 2020 is appropriated from the trunk highway fund to the
commissioner of transportation to perform an engineering evaluation and for safety
improvements in the corridor for marked Trunk Highway 47, also known as University
Avenue, from the southern Anoka County border in Columbia Heights to marked U.S.
Highway 10 in Coon Rapids. This is a onetime appropriation and, notwithstanding Minnesota
Statutes, section 16A.28, is available until June 30, 2023.

(b) Of the amount in paragraph (a), up to $500,000 is for immediate and short-term
safety improvements and related activities targeted to pedestrians and nonmotorized traffic.
Following or in conjunction with the engineering evaluation, the appropriation is available
for design, engineering, environmental analysis, property acquisition, and construction on
one or more projects identified in the evaluation.

(c) The engineering evaluation must include:

(1) examination of road safety, targeted at improvements and enhancements for
pedestrians and nonmotorized traffic; and

(2) analysis of road network impacts for state and local roads in the corridor that are
related to identified safety improvements and enhancements.

(d) Following completion of the engineering evaluation, the commissioner must submit
a report to the members and staff of the legislative committees with jurisdiction over
transportation policy and finance. The report must include a summary of engineering
evaluation results and a review of resulting safety projects.

EFFECTIVE DATE.

This section is effective the day following final enactment.
