A bill for an act
relating to transit; centralizing purchasing of transit vehicles and supplies, and
other activities related to transit; proposing coding for new law in Minnesota
Statutes, chapter 473.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Metro Transit is established as the central
purchasing entity for all vehicles and related materials and supplies for publicly owned
transit systems in the state. For the purposes of this section, the general manager of
Metro Transit, or the general manager's designee, is responsible for all decisions and
recommendations to the council.

Metro Transit shall develop specifications for and purchase
all transit buses, all bus parts and repair materials, and all fuel and bus consumables for
all publicly owned transit operators in the state. All publicly owned transit operators in
the state must purchase transit buses, all bus parts and repair materials, and all fuel and
transit bus consumables from Metro Transit.

Metro Transit's transit control center shall manage all
metropolitan area fixed route transit buses, regardless of provider, when they are in
operation, including all on-street supervision of transit operators. Within Metro Transit's
operating area, Metro Transit shall determine and allocate the use of bus stops, bus lanes,
and bus terminals by all transit operators.

Metro Transit is responsible for all metropolitan area
transit information to the public and all customer complaint handling.

The Metropolitan Council shall develop subsidy per passenger
standards and ceilings that will ensure financial equity in publicly funded transit service
and that will be binding on all public transit operators in the metropolitan area.
