A bill for an act
relating to public safety; providing reimbursement for expenses related to
securing a permit to carry for low-income citizens; establishing The Affordable
Self-Protection Act; appropriating money; proposing coding for new law in
Minnesota Statutes, chapter 624.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin The commissioner of public safety shall reimburse
eligible applicants for 50 percent of the cost of securing a permit to carry a pistol under
section 624.714, including the permit fee assessed by the issuing authority and the
mandatory training course fee. The commissioner shall establish specific eligibility and
application criteria for grants under this section. The commissioner shall develop a grant
application form and make the form available to sheriffs and chiefs of police delegated the
authority to issue permits under section 624.714. Permit-issuing authorities must provide
a copy of the grant application form to each citizen who is issued a permit to carry. Grants
shall be awarded to the extent the legislature appropriates funds for this purpose and as
long as appropriated funds remain available.

resident of the state who has an annual income of less than 200 percent of the federal
poverty guidelines.

new text begin $50,000 in fiscal year 2017 is appropriated from the general fund to the commissioner
of public safety to fund reimbursement grants under The Affordable Self-Protection Act.
This amount shall be added to the department's base.
