A bill for an act
relating to human services; requiring the commissioner of human services to
review requirements imposed on child care providers; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin INSTRUCTIONS TO THE COMMISSIONER.

new text begin (a) The commissioner of human services, in consultation with child care providers
and professional organizations representing child care providers, shall review current child
care licensing processes and regulations to determine methods for the commissioner to
streamline processes for current and prospective child care providers including but not
limited to applications for licensure, license renewals, and provider record keeping. As
part of this review, the commissioner must evaluate the feasibility of developing and
implementing an online system for providers and prospective providers to submit a single
electronic application or renewal and all required supporting documentation and other
required records to the commissioner.

new text begin (b) The commissioner shall study the feasibility of an online reimbursement tool for
payment to child care providers.

new text begin (c) The commissioner shall issue a written report to the chairs and ranking minority
members of the house of representatives and senate with jurisdiction over health and
human services policy by January 15, 2017. The report must include findings of the
commissioner, barriers to implementation of the online tools and streamlined processes
identified in paragraphs (a) and (b) and proposals, including legislation, to streamline
processes and record-keeping requirements placed on child care providers.
