A bill for an act
relating to health; establishing a pilot program to provide health and wellness
information, services, and referrals to East African seniors; appropriating money.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The commissioner of health shall establish a two-year pilot program to provide
health and wellness services to East Africans age 55 and older at the African Senior Center
in Minneapolis. In operating the program, the African Senior Center shall collaborate with
the Board on Aging and Voice of East African Women. Grant funds shall be used to fund a
public health nurse position and, within the limits of available funding, contract with other
allied health care professionals to provide information, services, and culturally appropriate
referrals related to health and wellness, including foot care, medication management,
nutrition, muscle deterioration, post-traumatic stress disorder, diabetes prevention and
screenings, prevention and screenings for high blood pressure, and screenings for
dementia, Alzheimer's disease, and other types of memory loss. Grant funds may also be
used to provide East African seniors with environmental and cultural experiences through
travel to rural, natural, or farm settings.
